Hello David,
I under that there are certain conditions under which you can apply for Canadian Permanent Resident Travel Document.
According to new rules by the immigration and citizenship, the following people should not apply for a Permanent Resident Travel Document:
1. Canadian citizens
2. Foreign Nationals who do not have
3. Permanent Resident status
4. Permanent residents with a valid PR Card
5. Permanent residents in Canada
6. Permanent residents who want to voluntarily give up (renounce) their permanent residence status
7. Past Permanent Residents who have lost their PR status
Refer:
www.canada.ca/en/immigration-refugees-ci...travel-document.html
My suggestion would be to try and reapply for another Kenyan passport and report the lost one through Kenyan Government ecitizenship portal
at www.ecitizen.go.ke

I know this could look like inconveniencing due to urgency of your travel document but important to call the Consular office at the Kenyan Mission to Canada and notify them of loss of the passport and how long it would take to replace it.
The following are usually their requirements for a lost or mutilated passport:
Two particulars of a lost passport form (1) (downloadable from the mission website)
Two copies of Police Report (in case of a lost passport)
Two copies of Sworn Affidavit done before a Commissioner for Oaths declaring the passport is lost or mutilated
An application letter comprehensively explaining when, where and the circumstances under which the passport got lost or mutilated
Form 19 + one copy (downloadable from the mission website)
Attach your original passport (or copy)
Two copies of Kenyan passport (bio data page only)
Three passport size photos
Two copies of your birth certificate (Foreign Birth Certificates must be certified)
Two copies of Kenyan ID Card (2nd generation)
If you hold any foreign passport (check if you need to declare or regain Kenyan citizenship and act accordingly from mission website.)
Attach documentary proof of Regain/Declaration of Kenya citizenship (dual citizen only)
Documentary evidence of residence in Canada e.g. (Permanent Residence, Work Permit, Student Authorization etc.)
Complete and sign parental consent form for children under 18 years of age. Click here to download.
Pre-paid Self-Addressed return Courier envelope e.g. Xpresspost envelope from Canada Post. Courier envelopes from Fedex/UPS and Purolator must have a computer-generated label.
